No CR26 KSI catalog markers exist for Class D. Status must stay labeled proposal-stage until FedRAMP.gov publishes a final class definition. scm.cc does not host an official RFC URL that is not in the source registry.

Watch FedRAMP.gov for Class D. Do not plan a High/Class D package as if RFC-0033 were adopted.
